The 19th Strategic Energy Technology (SET) Plan Conference 2025

The 19th Strategic Energy Technology (SET) Plan Conference was held on 4–5 November 2025 at DOK5000 in Odense, Denmark, hosted by the Danish EU Presidency and co-organised by the Danish Ministry of Climate, Energy and Utilities and the European Commission. The event brought together policymakers, industry leaders, researchers, and academia to discuss Europe’s clean energy transition, focusing on the role of critical energy technologies, strengthened European cooperation, and the competitiveness of EU clean energy solutions.

During the conference, the SET Plan Progress Report 2025 was published. The event was opened by EU Commissioner for Energy and Housing, Dan Jørgensen, who highlighted energy independence as a key pillar of Europe’s security. The report underlines the SET Plan’s role in aligning EU and national research and innovation agendas and reflects recent developments, including the reinforced governance framework following the Net-Zero Industry Act.

ESEIA Director Brigitte Hasewend acts as Independent Lead Expert, leading Task Force 5 – Market Access, a 20-member group representing key SET Plan stakeholder groups, including Implementation Working Groups (IWGs), European Technology and Innovation Platforms (ETIPs), the European Energy Research Alliance (EERA), the Clean Energy Transition (CET) Partnership, and the Driving Urban Transition (DUT) Partnership. In this role, she provides background research, structures and moderates the Task Force discussions, challenges members to identify knowledge gaps, and steers the co-creation of the Discussion Paper and Technical Recommendations drafted in 2025. The final Technical Recommendations will be completed in 2026, under the coordination of the SET Plan Secretariat, DG ENER.

This work directly reflects ESEIA’s contribution to European energy policy-making through its active engagement in the Revised SET Plan Cross-Sector Task Force on Market Access, which addresses barriers to market uptake of strategic energy technologies and supports the co-creation of evidence-based recommendations for EU and national stakeholders
