European Commission Publishes Horizon Europe Strategic Plan 2025-2027 Analysis
The Horizon Europe Strategic Plan 2025-2027 Analysis was published 25 May 2023 by the Directorate-General for Research and Innovation of the European Commission. This analysis will serve as an analytical foundation for the development of the Horizon Europe Strategic Plan for these years.
The Horizon Europe Strategic Plan 2025-2027 Analysis resulted from a co-design exercise between the internal services of the European Commission and the EU Member States, integrating a wide range of views and the main outcomes of public consultation and citizen engagement, and it serves a dual purpose. On the one hand, it provides key strategic orientations, built on solid evidence, for the development of the next Horizon Europe Strategic Plan (2025-2027), and, on the other hand, to support the Commission to prepare for the last two years of the Research and Innovation (R&I) Framework Programme (2025-2027).
The analysis focuses essentially on five sections related to themes of resilience and the just green and digital transformation: societal challenges and recent policies to address them; the EU’s research and innovation landscape within a global perspective; possible new research needs and potentials arising from the global challenges; potential of Horizon Europe to address important issues; and considerations regarding potentials and limitations for take-up of results.
