EU Unveils New Multiannual Financial Framework: Horizon Europe 2028–2034 Set to Double in Size
On 16 July 2025, the European Commission released its proposal for the Multiannual Financial Framework (MFF) 2028–2034, outlining a bold new vision for the future of EU research and innovation. At the heart of this proposal is an ambitious plan to significantly expand and streamline the next Horizon Europe programme, positioning it as a key driver of Europe’s green, digital, and geopolitical transitions.
What’s New?
The next EU R&I programme, often referred to as Horizon Europe 2, is expected to be:
- Twice as big – with a proposed budget of over €200 billion, reflecting the EU’s commitment to science, innovation, and global competitiveness.
- Simpler – with reduced bureaucracy, fewer overlapping instruments, and a more user-friendly architecture.
- Faster – through streamlined calls, quicker grant agreements, and improved application tools.
- More impactful – with a stronger focus on outcomes, real-world implementation, and societal transformation.
“We want to make Horizon Europe 2 easier to access and more effective in delivering results. We’ve listened to the research and innovation community – now it’s time to act,” said Commissioner Iliana Ivanova during the announcement.
