2025 Competitiveness Progress Report Highlights Challenges and Opportunities for EU Clean Tech
The European Commission has published the 2025 Progress Report on the Competitiveness of Clean Energy Technologies, highlighting both the strengths and challenges facing the EU’s clean tech sector. While the EU remains a global leader in net-zero technologies, high energy prices, supply chain dependencies, and labour shortages are threatening its industrial competitiveness.
Key Findings: A Call for Strengthened Innovation and Manufacturing
The report underlines the economic potential of clean energy technologies in Europe, particularly as the EU achieved a record 48% renewable electricity share in 2024. However, growing global competition, increasing production costs, and reliance on external raw materials pose risks to the sector’s future.
To maintain its leadership in wind energy, heat pumps, and other net-zero solutions, the EU must boost research and innovation, enhance manufacturing capabilities, and secure more resilient supply chains. These efforts will not only reinforce EU competitiveness but also support a more sustainable, secure, and affordable energy system.

The findings of this report directly support the Clean Industrial Deal and the Affordable Energy Action Plan, both of which aim to accelerate industrial decarbonisation and innovation.
